English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a new survey of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and land to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using savings to manage increasing financial challenges.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Pressures

This research of councils in the coalition, which includes several urban centers, also found that over seven in ten of authorities will need to increase local levies next April to address the growing cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities recently also found council budgets being stretched by the increasing figures of young people and older individuals needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (IMD) covering English councils, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the 2025 IMD measures,” noted the study.

“Although only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey found.
